You know, it looks a lot like 3d to me.. even though the buildings at the far left are obviously "real". Did you photoshopped it?
The houses are painted in these strange colors, and the skies was dark, with thunder rolling by. No changes made here at all, except some tonemapping to get the skies to show better.
